Why Heneghan & Associates?
Our goal is to provide our clients with viable alternative funding mechanisms to enable them to implement the improvements needed to solve their problems and to provide an improved quality of life to their communities. HA’s professional staff provides continual communication throughout the project’s life from planning to completion of construction. HA assists in applying for grants and low-interest loans for analysis/feasibility study, design, and construction to help ensure your project’s implementation. In addition, HA provides full-service grant/loan administration throughout the duration of the project, for efficient expenditure of outside funding.
Heneghan’s team has an extensive portfolio of experience over the past 30 years in securing funds for projects that include improvements to roadways, storm water, waste water, and water; as well as building improvement projects and economic development projects. No project is too big or too small to assist you with the funding you need for implementation. We work proactively to assist clients with developing projects/budgets/cash flow analyses that are financially feasible to all agencies involved. Our funding assistance services has helped obtain millions of dollars for communities that would not have been able to otherwise implement their projects. See OUR WORK for sample projects.
Heneghan’s team works with you from the beginning of the project to provide funding solutions to enable your projects to be implemented. Our vast Engineering experience when coupled with our past funding success is the means to turn your dreams into reality. We will establish project budgets and cash flow analyses based on various funding scenarios. In addition, we can also assist in developing utility user fees (water, waste water, and/or storm water).
We are in the middle of difficult times with aging infrastructure, increasing regulations, increasing regulatory enforcement, and diminishing funding sources. During times like these we realize that client needs cannot always be met with standard project delivery methods so HA offers alternative project delivery methods (Design/Build and Design/Build/Finance) through our partnership with Heneghan Construction Services, LLC (HCS). The Design/Build method allows for faster project completion, reduced engineering fees, collaborative versus adversarial relationships, and a single-point-of-contact. The Design/Build/Finance method allows clients to meet their current financial constraints by spreading out the project payments over a period of years while still resolving their problems immediately by constructing the project now. See our Design/Build Construction service page for more details.

HA has assisted municipal and rural water system clients with USDA Rural Development loan/grant application/administration services on nearly 100 projects for over 30 years, covering a wide range of USDA funding types – Water/Wastewater Loans/Grants, Section 6025 Loans/Grants, Community Facility Loans, ECWAG Grants, RBDG Grants, and others. HA has provided engineering and surveying work on a wide range of USDA-funded civil works improvement projects, ranging from wastewater to stormwater management to potable water to building improvements. HA’s extensive experience with rural water district projects involving USDA RD funding is second-to-none. From new start-up rural water districts, to small extensions, to massive project phases, we have the experience to meet all of your rural water needs. Our Company motto is “Dedicating our Services to Strengthen Client Trust”. We pride ourselves in “people skills”, communication, and client service. We understand in the rural water business that being able to secure the correct mix of funding is equally as important as the engineering design/technical skills required of an engineering consultant, so we have become very experienced in funding assistance as part of the total project delivery package. We also understand the importance of communication, and we have developed a great rapport with various interested parties – whether it is explaining requirements to Board Members at monthly meetings, discussing projects at public hearings, or meeting one-on-one with landowners regarding easements. HA’s USDA grant/loan administration personnel attend the USDA funding workshop annually, and stay current on the latest USDA requirements and regulations, for the benefit of all HA clients. HA has assisted numerous clients with water and wastewater projects funded by USDA Rural Development, helping obtain millions of dollars in grant funding over the years.
