Heneghan’s team works with you from the beginning of the project to provide funding solutions to enable your projects to be implemented.  Our vast Engineering experience when coupled with our past funding success is the means to turn your dreams into reality.  We will establish project budgets and cash flow analyses based on various funding scenarios.  In addition, we can also assist in developing utility user fees (water, waste water, and/or storm water).
We are in the middle of difficult times with aging infrastructure, increasing regulations, increasing regulatory enforcement, and diminishing funding sources.  During times like these we realize that client needs cannot always be met with standard project delivery methods so HA offers alternative project delivery methods (Design/Build and Design/Build/Finance) through our partnership with Heneghan Construction Services, LLC (HCS).  The Design/Build method allows for faster project completion, reduced engineering fees, collaborative versus adversarial relationships, and a single-point-of-contact.  The Design/Build/Finance method allows clients to meet their current financial constraints by spreading out the project payments over a period of years while still resolving their problems immediately by constructing the project now.  See our Design/Build Construction service page for more details.
HA has assisted municipal and rural water system clients with DCEO CDAP grant application/administration services on nearly 100 projects for over 30 years, covering the entire range of DCEO grant types – Planning, Design, Construction, Emergency, and Economic Development.  HA has provided engineering and surveying work on a wide range of DCEO-funded civil works improvement projects, ranging from wastewater to stormwater management to potable water.  HA successfully prepared and obtained multiple grants for the DCEO Ike Disaster Recovery program for HA’s municipal clients.  HA’s grant administration personnel attend the DCEO Grant Management workshop annually, and stays current on the latest DCEO requirements and regulations, for the benefit of all HA clients.
